Project Purpose: The project purposes are to protect people from secondhand smoke through reducing the smoking at hospitality sector and public places by removing the DSA by law. The project also protect youths from tobacco use by banning the display of tobacco products at POS and e-cig by law. Project purpose is also mainstreaming and sustainable implementation of TC Law in hospitality sector, transport sector and public places by allocating budget for tobacco control.
Project Summary: The proposed project “Advocacy for law amendment especially, remove of DSA, TAPS Ban at POS, ban e-cigarettes and strengthen it’s implementation is continuation of “Mainstreaming the Tobacco Control Law for sustainable implementation and countering TI tactics & advocacy for tobacco tax policy reform” “Advocacy for mainstreaming, sustainable implementation of Tobacco Control Law & increasing tobacco tax and campaign against TI tactics”, “Advocacy for Comprehensive Implementation of Tobacco Control Law in Dhaka City” and “A Step towards Smoke-free Dhaka City” project which has implemented by DAM over the last eight years. The proposed project has focused on advocacy with government for banning emerging tobacco products, display tobacco products and remove DSA by amending the TC Law and disclosing TI tactics, strengthening and mainstreaming the sustainable implementation of Tobacco Control Law through implementation of LG Guideline and support to increase tobacco tax. Project has also focused on campaign against TIs targeting students and youths through involving students, youths and relevant stakeholders and Social Media campaign.
Goal: The Policy Makers and govt. authorities will be mobilized for banning display of tobacco products at POS, remove DSA and banning emerging tobacco products by the law and Sustainable implementation of LG Guideline.
Objective and Outcomes:
1: To develop and implement a comprehensive strategy to build support from key stakeholders in the Hospitality and Tourism including aviation sector for removal of DSA in the TC law amendment.
Outcomes: Focused Ministries, Policy Makers and the hospitality sector will be sensitized and mobilized to support remove DSA and raised their voice for necessary amendment of the Law. They will also take various initiatives in this regards; like-send request letter to the policy makers, human chain, social media campaign, discussion with relevant ministries etc.
2: To develop and implement a comprehensive strategy to build support from key stakeholders in the retail sector for banning of product display at POS and sales and marketing of E-cigs in the TC law amendment.
Outcomes: Focused Ministries, Policy Makers and the retailers authorities will be sensitized and mobilized to support ban display of tobacco products at POS and raised their voice for necessary amendment of the Law. The RSA will be conducted and disseminated with relevant stakeholders including journalists. A factsheet will be developed on RSA findings. Journalists will be mobilized and conduct 04 investigation reports against E-cig and display of tobacco products at POS. They will also take various initiatives in this regards; like-send request letter to the policy makers, human chain, social media campaign, discussion with relevant ministries etc.
3: Strengthening implementation of the LG Guideline by LGD by allocation of sustainable funding.
Outcomes: LDG will allocate budget for tobacco control. LGD will circulate notice on TC guideline implementation. LGD will follow up the progress of the LGIs by conducting the progress review meeting. DSCC & DNCC will implement the guideline and submit reports to LGD TC Focal Person accordingly. DSCC & DNCC will allocate budget for the FY 2021-22.
4: Engage in political and media advocacy to support key national objectives like taxation, TI Tactics (divestment, Foundation for Smoke Free World), etc.
Outcomes: Parliament Members will be sensitized and support to increase tobacco products price and its tax and the price will increase. NGOAB will be sensitized to circulate the notice against the fund of TIs (Divestment, Foundation for Smoke Free World). UGC will provide directives to all universities for avoiding the TIs funded program, project or any initiatives/activities. Mass people will be aware through online live discussion programs, social media campaign and a good number of media stories will be published in different media.
DAM Experience in Tobacco Control: Dhaka Ahsania Mission (DAM) is one of the renowned and leading non-government development organizations in Bangladesh established in 1958. It was registered with the Department of Social Welfare and NGO Affairs Bureau of Bangladesh Government. DAM is enjoying Consultative Status with UN ECOSOC and UNESCO. DAM is the Member of Framework Convention Alliance (FCA). Also the chairperson of Campaign for Popular Education (CAMPE), member of National Taskforce Committee for Tobacco Control, Ministry of Health and Family Welfare, Executive Committee Member of Bangladesh Network for NCD Control and Prevention, Member of National Drug Addiction Prevention Board, Ministry of Home Affairs and Advisory Committee & Executive Committee members of National Anti-Tobacco Platforn, Bangladesh.
DAM launched its Anti-Tobacco Campaign Program in 1990. It was a multi-dimensional two-tier program, which depends mainly on voluntary involvement of youths, students, teachers and other conscious citizens.
DAM received national award from Anti-Tobacco Alliance in 2001 and Honorable Mention from Ministry of Health and Family Welfare in 2015 for its outstanding contribution of tobacco control program. DAM has been awarded with Tobacco Control Award’2018 from National Anti Tobacco Platform leaded by PKSF for its outstanding contribution in tobacco control in Bangladesh. DAM also received World Health Organization (WHO) Regional Director’s Special Recognition Award for excellent contributions to tobacco control in Bangladesh in 2020.
