Job Context

Dhaka Ahsania Mission (DAM) is one of the leading development organizations in Bangladesh. Health Sector of DAM is running drug treatment and rehabilitation centers and implementing primary health care and nutrition program, communicable and non-communicable diseases prevention program, TB Control Program and mental health care program. It is also implementing Tobacco Control Program with the financial assistance of CTFK. Health Sector of DAM is seeking a qualified candidate for the position of Program Officer to develop and implement its tobacco control initiative. The candidate will serve as a resource for DAM. S/he will develop and implement project strategies in collaboration with DAM team and the relevant government department for successful implementation of this initiative.

Job Responsibilities

Prepare and update the lists of stakeholders/policy makers mapping about Law amendment for removal of designated smoking area (DSA), ban e-cig and display tobacco product at points of sales ( POS) and share with Project Coordinator;
Organize advocacy meetings with Bangladesh Restaurant Owners Association (BROA), Bangladesh International Hotels Association, Hotel, Motel and Guest House Federation, other relevant stakeholders for supporting and raising voice about removing DSA at hospitality sector through amending the Tobacco Control (TC) Law;
Prepare Champions (at least 05) lists and advocacy for raising voice and play role as advocates for removing DSA by the law; assist to BROA for organizing a discussion meeting with Ministry of Civil Aviation and Tourism (MOCAT) and its institutions on the importance of law amendment; continuous advocacy with BROA, Bangladesh International Hotel Association (BIHA), hospitality sector association for supporting to remove DSA by providing request letter to the government/policy makers;
Organize online dissemination and release combine report of baseline survey at restaurants (Dhaka, Chottogram, Rajshahi & Rangpur) with relevant ministries, stakeholders and journalists;
Use Champions for raising voice and play role as advocates for banning display tobacco products and banning e-cig by the law; organize dissemination of rapid situation analysis (RSA) findings and advocacy meeting with Ministry of Commerce about banning E-cig. or vaping tobacco;
Advocacy with Local Govt. Division( LGD) for circulating various notices on implementation of common guideline;
Organize meeting with Local Government Institutions (LGIs) through LGD on review the progress of implementation of the LG guideline and TC law;
Advocacy with DNCC officials for circulating various notices on implementation of LG TC guideline and hospitality sector strategy and budget allocation;
Undertake month long campaign on tobacco taxation; organize advocacy meeting with UGC for provide directives to all Universities to avoid any kinds of interventions/ programs/ projects funded by TIs (Foundation for Smoke Free World);
Conduct live discussion programs in social media on various TC issues including law amendment; assist to develop IEC/BCC materials and regular advocacy (day to day communication and follow-up) with the assigned stakeholders.
Any other tasks given by the organization.

Educational Requirements

Minimum Masters in any discipline from reputed university.

Additional Requirements

Seven years relevant experience or advocacy campaigns.
Experience in working with Policy Makers and Government Stakeholders.
Fluency in written and spoken English and Bengoli.
Consultative and collaborative approach to handle multiple tasks in fast-paced environment.
Strong project management skills, fine attention to details, and ability to deliver project goals in a timely fashion.
