Dhaka Ahsania Mission (DAM) and the International Centre for Credentialing and Education of Addiction Professionals (ICCE) initiatives for professionalising substance use treatment practitioners through the ICCE training and credentialing programme
The International Centre for Credentialing and Education of Addiction Professionals (ICCE) was established on 16 February 2009 vide 263rd Colombo Plan Council Session, as the training and credentialing arm of the Colombo Plan Drug Advisory Programme. It conducts training on evidence-based approaches and offers credentialing to enhance the technical capacity of drug demand reduction practitioners globally (both in prevention and treatment), thereby raising the quality and standard of prevention and treatment services. It is part of a global initiative funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL), US Department of State to train, professionalise and expand the drug demand reduction workforce.
In order to raise the proficiency of substance use disorders (SUD) treatment, ICCE conducts two levels of training, namely, Basic Level and Advanced Level for SUD Treatment Practitioners based on the Universal Treatment Curriculum for Substance Use Disorders (UTC). The UTC Basic Level is a set of eight training curricula that covers the broad spectrum of SUD treatment. It aims to enhance the knowledge, skills and competency level of addiction professionals by providing them with a foundational understanding of the science of addiction and the latest information on evidence-based practices in treatment and interventions for clients and families. The curriculum also provides hands-on activities to equip participants with skills and
enhance their confidence in the delivery of quality care and services to the clientele that could help to improve treatment outcomes. ICCE conducts three levels of examinations, namely Level I, Level II and Level III for SUD treatment practitioners and provides three levels of credentials to the candidates who pass the respective examinations and meet the ICCE credentialing criteria.
The Terms of Reference for both parties are as follows:
- DAM will implement training initiatives on UTC in Bangladesh under the aegis of ICCE.
- The overall goal of this joint initiative is to address and reduce the health, social and economic problems associated with substance use by improving the quality of treatment and care. This goal will be achieved by training, expanding and professionalising substance use treatment practitioners through the ICCE training and credentialing programme.
- CPS through ICCE will be responsible for the following:
- Provide the status of ICCE Approved Education Provider for UTC to DAM for a period of three (3) years. The status may be renewed further each time for a period of three (3) years, if both parties agree and ICCE is satisfied with DAM in the implementation of ICCE credentialing programme in Bangladesh.
- The approval of the education provider status to DAM may be withdrawn by ICCE under the following circumstances:
- If DAM fails to deliver its services as mutually agreed upon by both the parties.
- If DAM fails to deliver services as advertised by the organisation.
iii. Provide DAM with the electronic version of Trainer and Participant Manuals for UTC. Trainer manuals are only for DAM’s reference.
- Provide technical support and advice to DAM in conducting ICCE training for substance use treatment practitioners in Bangladesh.
- Conduct ICCE examinations for the purpose of credentialing substance use treatment practitioners of Bangladesh. The examinations will be conducted through the ICCE-approved testing centre and candidates will be required to pay the examination and
- Provide ICCE credentials to substance use treatment practitioners of Bangladesh who are successful in the examinations and meet ICCE credentialing criteria.
- Mentor, supervise and monitor ICCE training initiatives to ensure the overall quality assurance of ICCE credentialing programme in Bangladesh. The aims of the supervision would include promoting professional growth of DAM’s trainers and development of DAM’s training programme, protecting the rights of the trainers and participants,monitoring DAM trainers’ performance and empowering DAM to self-supervise activities implemented.
UNIVERSAL TREATMENT CURRICULUM FOR SUBSTANCE USE DISORDERS (UTC) UTC BASIC LEVEL
The Colombo Plan International Centre for Credentialing and Education of Addiction Professional’s series of training curricula is developed for the training and credentialing of addiction professionals. The overall goal of training series is to reduce the significant health, social and economic problems associated with SUD by building international treatment capacity through training, professionalising, and expanding the global treatment workforce.
The UTC basic level curricula is a set of eight training curriculum that covers the broad spectrum of substance use disorder treatment. It aims to enhance the knowledge, skills and competency level of addiction and professionals by providing them with a solid foundational understanding of the science of addiction and latest information on evidence-based practices in treatment and interventions for clients and families. The experiential activities aim to enhance the skills and build up the confidence of Treatment Practitioners in the delivery of quality care and services that could help improve treatment outcomes
The UTC Basic Level consists of the following curricula:
Curriculum 1: Physiology and Pharmacology for Addiction Professionals (24 hours). The curriculum presents a comprehensive overview of addiction; provides an understanding of the physiology of addiction as a brain disease; and describes the pharmacology of psychoactive substances.
Curriculum 2: Treatment for Substance Use Disorders–The Continuum of Care for Addiction Professionals (40 hours). The curriculum provides the foundation for learning about SUD treatment. It gives an overview of recovery and recovery management, stages of change, principles of effective treatment, components of treatment and evidence-based practices.
Curriculum 3: Common Co-Occurring Mental and Medical Disorders- An Overview for Addiction Professionals (24 hours).This foundational course provides an overview of the relationship of co-occurring mental and medical disorders and SUD related treatment issues.
Curriculum 4: Basic Counselling Skills for Addiction Professionals (40 hours).The curriculum provides an overview of the helping relationship and the opportunity to practice core counselling including basic skills in motivational interviewing, group counseling and implementation of psycho-education sessions.
Curriculum 5: Intake, Screening, Assessment, Treatment Planning and Documentation for
Addiction Professionals (40 hours).This curriculum is a skills-based course that teaches effective and integrated Intake, Screening, Assessment, Treatment Planning and Documentation procedures to Addiction Professionals.
Curriculum 6: Case Management for Addiction Professionals (16 hours). The curriculum is a foundational and skill-based course that provides an overview of case management in SUD treatment and provides skills practice in case management functions.
Curriculum 7: Crisis Intervention for Addiction Professionals (16 hours).The curriculum addresses the concept of crisis as a part of life and provides guidelines for crisis intervention, including managing suicide risk. It also addresses ways counsellors can avoid personal crisis situations by providing information and exercises about counsellor self-care.
Curriculum 8: Ethics for Addiction Professionals (32 hours).The curriculum addresses professional conduct and ethical behaviour in SUD treatment. Topics include confidentiality, ethical principles and professional codes of ethics. It also highlights the importance of supervision as part of ethical practice. In this curriculum, the participants are given the opportunity to learn and practice the use of an ethical decision-making model through case study analyses. As part of the integration, participants will develop their code of ethics.
